Is a lawyer and notary public of the Republic of El Salvador. He has a diploma of advanced studies in Property Law from the Pompeu Fabra University of Barcelona. He has postgraduate studies in telecommunications Regulation at the University of Brasilia organized by International United of Telecommunications (UIT) and Nacional telecommunications Agency (ANATEL). He has also taken specialization courses in constitutional and Administrative litigation law at the University of Salamanca.
He is a Professional accustomed to working under pressure and in a team. He has experience in conflict resolution, search for solution agreements and consensus, media management, leadership, decision-making and senior strategic management.
Throughout his career, he has held important positions, both in the private and public sectors, having been Legal Manager of Banco UNO El Salvador (1998-2000). He was General Superintendent of Electricity and Telecommunications (2007-2009) and Magistrate of the Supreme Electoral Tribunal (2009-2019).
He has represented El Salvador as a member of the National Commission for the Information Society. He was president of the Regional Electrical Interconnection Commission of the Central American Isthmus CRIE (2007-2008). In addition, he was president and vice president of the Central American Regional Technical Commission for Telecommunications COMTELCA (2007-2008) and representative before international organizations specialized in electricity and telecommunications.
He has developed as a speaker, both nationally and internationally, on Personal Data Protection, being a founding member of the Ibero-American Data Protection Network. Likewise, he has participated as a speaker, both nationally and internationally on electoral matters.
He has an intermediate level of English and France.
